Does anyone know what this medal is about?  It had the flower emblems for the UK & what appears to be a harp or letter D to the centre.

A new one on me. You could always try contacting the RBNA, although I haven't had much luck myself in doing so;   http://www.rbna.org.uk

I don't know whether this helps but the 'Steadfast and True' bar is similar to the one as on Boys Brigade medals.
