Can you identify this medal for me please? EMH?

I came across these two medals in our Trust archive this week - it looks like EMH or MEH. Can anyone enlighten me as to what they are for please? They were in an envelope with a badge from Royal Victoria Hospital Dover, but I think that's a red herring as one of these two has V.DAVIES on the rear (the white metal one), whilst the RVHD badge has R.E.FENN, SRN, 27.6.41 - great, but not much help!

Any wisdom/clues from the forum's gurus would be appreciated.
