I know that I should know this but what is the difference between the standard silver/white metal Royal Infirmary Edinburgh pelican badge and the brass version? (please don't say one is silver and the other is brass) What I mean is why was the brass one issued,A Wartime economy thing?

I always assumed it was a wartime thing I never did find conclusive evidence  - although am still looking However did find this on my travels
